The purpose of the joint senates is to share information no resolutions other than item 8, the resolution recognizing Sandy Hays contributions to the District. Martha Kanter spoke about her work as chancellor and goal of leaving the District in very good financial shape. She is very active in Sacramento on behalf of those activities. Outreach is another key goal. Martha discussed the Districts 2005 2006 goals, the upcoming board elections, and Measure E activities. Further discussion included categorical needs that include unfunded projects, major maintenance, instructional budgets, and future site acquisition. The District needs to grow, or it will decline in funding. Half of the districts across the state are in very bad financial state. Martha suggested that Student Learning Outcomes (SLOs), need to be defined by the senates, and perhaps the senates could provide such a definition for that term. Martha underscored that FHDA is committed to equity and student success. Dan Mitchell and Paul Starer commented on the upcoming State Plenary Session which meets in Pasadena later this week. Some of the key topics are: Reassigned time for faculty. Across many campuses reassigned time is a poorly understood and or nebulous process. The goal of this resolution is to perform a survey to determine how reassigned time is allocated. A possible reason not support this resolution would be calling attention to excess use of reassigned time during budget cuts. There is a resolution that might set up the state as a policing body for looking at distance learning, and might require separate course outline submissions for online courses. This could lead to a separate and not equal dual class system, and the possibility that online courses might not articulate to some CSU & UCs. UC & CSU might not be comfortable with CCs that dont look at online courses for similar rigor. This resolution is coming out of Area D, and could have a big impact on FHDA, and especially on all the online courses in FGA. An issue has arisen as what power a faculty may have if a student cheats. The Black opinion, or Black Finding, of 1995 states that an F may only be assigned for the offending assignment. This means that if a student cheats on a test, or plagiarizes a paper, the student can only be failed on the single assignment, and not fail the student for the entire course. If the Black opinion is found to be valid, faculty would have to prove to a grievance process that the student should fail the entire course, rather than just a single assignment. Dan Dishno of OTI made a presentation about Cal Works, a job training and job placement program that works with WIA and one-stops. The program costs ~1.5 million dollars, and generates 900,000 in WSCH. The County requires that students enrolled in Cal Works be on campus 30 ours a week. Some have family issues. Looking for 70 to 75% retention in the program. Lydia (DA Senate President) spoke about the Academic Freedom component of the sexual harassment policy being negotiated though the shared governance process. We are trying to get the language of the academic freedom component of the harassment policy written in fashion satisfactory to faculty, the Senate, and FA. There are some questions about the respective roles of Senate and FA in negotiating the language of the policy with the district. Sandy Hay resolution. Sandy Hay has been a distinguished member of the board for of trustees since 1998, and a member of the faculty for 35 years prior to that. A move to approve a resolution with two resolves (senate officers will change the language and return it to each respective senate) passed unanimously. Lydia announced new DeAnza programs on machining and interactive design. Paul Starer requested that Robert Cormia report on the CTIS enrollment situation. The Senate is involved in both program creation (DeAnza courses) as well as program discontinuation. This update follows a briefing last spring. In April 2005, President Fong addressed the CTIS division about the problem of declining enrollments. The Faculty Association, FA, was present. Bernadine stated that if CTIS enrollments continued to decline into fall, that a decision might be made, possibly in winter, that might include RIFs. The decision might also include program discontinuation. She encouraged us to think about any activities that might help increase enrollment, especially new courses, marketing, and outreach activities. Bernadine met with the division on opening day, and listened to our activities during the summer to increase enrollments. We discussed our CTIS student survey done in Spring, and efforts to create an email database marketing facility. The current census data (week 3 and week 6) suggest our enrollments are down about 10% over the same period last year (although the most recent data suggest 7%). We have not heard from the President, or our dean, about a decision. We have become increasingly concerned that the DeAnza faculty were not aware of possible changes in the CTIS division until their opening day this fall, which could impact DeAnza CIS faculty through bumping.
